Bailey, who ranks with the foremost members of the Lane county bar, is also widely and favorably known through his service in the state legislature and the senate. He represents the third generation of the family in Lane county. He was born February 25, 1891, on a ranch five miles southwest of Junction City and is a son of Thomas H. and Anna (Flint) Bailey, highly esteemed residents of Eugene. His mother was horn in Missouri and his father was born in 1857, at Bailey Hill, southwest of Eugene. The great-grandfather, Thomas Bailey, migrated to Oregon from Kentucky and his family numbered six children: John, Sam, Isaac, Blackgrove, Zeke and Elizabeth. The grandfather, John Bailey, made the overland journey to the Pacific northwest in 1847 and returned to the south by the isthmus route. He became a permanent resident of Lane county in 1850 and took up a donation claim. Subsequently he purchased a tract of land known as the Bailey Hill place and devoted the remainder of his life to its improvement, passing away in 1895. He was a public-spirited citizen and donated the land for Oak Hill cemetery, in which his father and other members of the family were laid to rest. By his first marriage he had five children: Joseph, who was killed by Indians; Scott, also deceased; Thomas H.; Ellen, now Mrs. J. R. Hill, of Eugene; and Mary, the deceased wife of Thomas Lindley. By his second union John Bailey had a family of six children, John and Louisa (Kayser) Flint, the maternal grandparents of Edward F. Bailey, were California pioneers and in the ‘70s came to Oregon. To Thomas H. and Anna (Flint) Bailey were born six children: John, who died in boyhood; Elsie Leone, the wife of C. A. Doran, of Portland, Oregon, and the mother of two children ; Edward F.; Louise Grace, who married J. B. Stam, of Portland, and has two children; Mary Ellen, the wife of H. A. Moore, of Portland, and the mother of one child; and Wright K., who died in infancy. Edward F. Bailey was a pupil in the Lower Fern Ridge and Harpole schools and afterward attended the Franklin school for one term. He received a diploma from the Eugene high school and in 1913 was graduated from the University of Oregon. He was a student at the university law school in Portland, Oregon, for two years and was then admitted to the bar. While attending the State University he took a prominent part in athletic sports and joined the Phi Delta Theta fraternity. He was one of the founders of the Delta Sigma society, which later became the Phi Delta Theta Chapter. After completing his education Mr. Bailey located in Albany, Oregon, and was associated with the law firm of Weatherford & Weather-ford until June, 1917, when he responded to the call to the colors, enlisting in the marine corps. He was in training for fourteen months on Mare island and in August, 1919, was honorably discharged, at which time he was holding the rank of first lieutenant. Mr. Bailey then went to Seattle, Washington, and accepted a position in the office of the Fisher Flouring Mills Company. In May, 1920, he returned to Lane county and has since maintained a law office in Junction City. He is an able attorney, strong in argument and logical in his deductions, and has been accorded a liberal clientele. On October 25, 1919, Mr. Bailey married Miss Helen Lee Rosenberg, who was born in Missouri but was taken to Washington in her infancy. She is a daughter of Edward and Inda (Corbin) Rosenberg, residents of Seattle, Washington, and has become the mother of a son, John Edward, who was born in Junction City. Mr. Bailey is an adherent of the democratic party. In 1923 was chosen to represent his district in the lower house of the Oregon assembly and in the same year introduced the anti-alien land bill and in 1927 he became a member of the state senate. He never forgets that he is a servant of the people and exhibits a zealous and watchful regard of public rights, espousing the moral side of every issue. He belongs to the American Legion and since 1924 has been a member of the World War Veterans State Aid Commission. He is a member of Phi Delta Phi, a legal fraternity, and a past master of the Junction City Lodge of Masons. He is also identified with the Knights of Pythias and the Woodmen of the World. Mr. Bailey is a fine type of American manhood and citizenship, and what he has accomplished represents the fit utilization of his innate powers and talents. ******************* Submitted to the Oregon Bios.
