STEARNS Born in Keene, New Hampshire, in 1853, and brought to Oregon in the same year by his parents, who settled at Scottsburg, on the Umpqua River. He was educated at the Umpqua Academy and the medical department of the Willamette University. Studied law and was admitted to the bar in 1876. Located in Portland and has practiced in the courts of that city. Held the office of police judge for over three years; was then elected city attorney, and afterwards county judge of Multnomah County.
