Parsons, Col. William and Shiach, W. S. "An Illustrated History of Umatilla County and of Morrow County." Spokane, WA: W. H. Lever, 1902. p. 523. S. PARKER GARRIGUES Among the enterprising and successful business men of this county there is no one that stands higher in the estimation of his fellows or has achieved more in the industrial and commercial realm than the gentleman of whom we now have the privilege of writing, and who has wrought for years with energy and assiduity in this region, even before the county had a separate political existence, ever maintaining an unsullied reputation both in the discharge of public trusts of responsibility and in prosecuting his own private business, wherein his industry, skill and faithfulness, despite great adversity, have brought him much material profit and a meritorious standing and prominence among his fellows throughout the county. His birth occurred in Delaware county, Pennsylvania, his parents being Benjamin D. and Sarah M. (Pierce) Garrigues, and there he passed the years of his minority. At eight years of age he lost his father, on account of which he was early cast onto his own resources, and received but little training in the schools, in place of which he did receive many hard earned lessons from the adversity of an unfeeling world; however, his industry and studious habits gained much time at odd moments in which to supply the lack of educational discipline, and as a result he became well informed and educated from his own efforts. After his father's death he lived with an uncle until he was fourteen years of age and then went to Philadelphia and entered into the employ of Strawbridge & Company, dry goods merchants, for three years, after which he removed to Alliance, Ohio, and embarked in the butcher business, continuing therein for three years also and then sold out and came to the Willamette valley, settling in Yam Hill county in 1872. For one year he tilled the soil on a ranted farm and then came to Heppner, engaging in sheep raising. After five years of this work he sold out and took up the lumber business and operated a sawmill at the head of Willow creek in company with Julius Keithly, doing a prosperous business for two years and then bought out his partner, and later, in 1882, sold the business himself. Following this venture he removed into Heppner and built a planing mill and continued its operation with gratifying financial remuneration until 1891, when the entire plant was destroyed by fire. He immediately rebuilt and the following year sold out to A. M. Slocum and then took a trip for pleasure to the east, visiting the World's Columbian Exposition and many other places of interest. This retirement continued until 1895, when he opened an agricultural implement house on Main street, in the city of Heppner, where we find him at the present time, carrying the largest stock of the kind in the county and enjoying a liberal and increasing patronage. His marriage occurred in Heppner in October, 1877, when Miss M. Josephine, daughter of Sampson and Julia (Jones) Nelson, became his wife. To this happy union have been born two children: Percy M., who is confidential clerk and bookkeeper for his father, having been well educated in the public schools and in the business college and State University at Eugene, and is also affiliated with the B.P.O.E., Lodge No. 358, of Heppner; and one son, Walter S., who died in infancy. Mrs. Garrigues is a member of the Presbyterian church at her old home in Salem. Her parents crossed the plains with ox teams in 1854 and settled at Salem, where both died and are buried there. Mr. Garrigues has ever been actively interested in the political affairs of the county and nation and has been frequently called to assume the trusts connected with public offices, being at the present time a member of the city council, which is his fourth term; he was also the first county clerk of Morrow county, being appointed by Governor Moody to that incumbency, in all of which relations he has ever manifested efficiency and faithfulness, as well as throughout his entire career.
